The Freedom Fighters are officially formed in this story with Uncle Sam, Ray, and Black Condor staying behind on Earth-X permanently.
This story, which takes place on February 23, 1942, is continued from All-Star Squadron #34.
Synopsis:
Johnny Quick and Liberty Belle are saved from a tidal wave by Starman and Firebrand. They return to shore after stopping the Japanese attack on Santa Barbara, while Neptune Perkins unsuccessfully battles Tsunami.
On Earth-X, the Freedom Fighters are held prisoner by Baron Blitzkrieg. The Red Bee distracts the Baron long enough for Hourman to escape, but the Bee is killed during the fight. Hourman frees the other heroes, while Uncle Sam defeats Blitzkrieg.
However, the Baron escapes back to Earth-2 with three Nazis from Earth-X. The Spectre, who has been trying to prevent a cosmic disturbance, informs the Freedom Fighters that three of them must stay behind to maintain the balance between worlds. Uncle Sam, Black Condor, and the Ray agree to stay behind on Earth-X as the now officially named Freedom Fighters.
