Comments:
This story is continued from Legends #2 and continues in Legends #4.
Synopsis:
Following the presidential edict banning super-heroes, Sarge Steel arrives at Titans Tower to prevent Titans Changeling and Flash from leaving. Despite his warning and the protestors outside, the Titans leave the Tower.
Elsewhere Amanda Waller and Rick Flag finish briefing their new super-villain recruits Captain Boomerang, the Enchantress, and Blockbuster on a plan to take down Brimstone. Flag then leads the newly formed Suicide Squad into action. While Blockbuster and Boomerang distract the behemoth, Deadshot uses a specially designed gun to disrupt Brimstone's magnetic containment field. The Enchantress is then able to transform the ensuing fireball into a harmless snowstorm. When her evil side begins to assert itself, the Bronze Tiger incapacitates her. The Suicide Squad then leaves the scene having successfully completed their mission. However, Blockbuster has not survived.
Meanwhile, Billy Batson is taken in by the Sutton family and still blames himself for the death of Macro-Man. On Apokolips, Darkseid boasts about the success of his actions to the Phantom Stranger. He then unveils the latest part of his plot, the Warhounds.
