History:
Since the beginning of time, two elemental forces have struggled for supremacy in the universe: the Lords of Order and the Lords of Chaos. The universe bends to their cycles of supremacy; during these cycles, Chaos and Order alternately rise to ascendancy. It is said that the Lords are nearing the end of these cycles and are preparing for a time when the Lords of Chaos will triumph, signaling the end of the universe and the beginning of a new Golden Age in which Order will rule.
On Earth, the Lords of Order have chosen and empowered numerous champions over the years. One of the most powerful and mysterious beings to fight for Order is the Phantom Stranger. Nothing is known of the Stranger's origins; some say he is a fallen angel, others that he is the lengendary Wandering Jew incarnate. Whatever secrets his past holds, he continually wanders the Earth, often appearing before persons who are deeply troubled or confronted with a spiritual or moral dilemma. When they are confused, he offers advice or counsel; if they are threatened, he defends them by bringing his own magical powers to the fore.
In the course of his adventures, the Phantom Stranger has rarely allowed himself to form any bonds with those he encounters. Two exceptions to this rule have been: Bruce Gordon, the human persona and "good half" of the villain Eclipso, and Cassandra Craft, a blind woman with latent supernatural abilities who once accompanied the Stranger on a quest to regain his temporarily vanished powers. The paths of Cassandra and the Phantom Stranger continued to cross, and it wasn't long before she fell in love with him; sadly, his mission precluded him from returning her affections, and they have lost touch over the years. On several occasions, the Phantom Stranger has allied himself with the original Justice League of America.
Though the Stranger's opponents are often lower-class demons who catch and tempt humans, he has battled a multitude of magical adversaries over the years. Two of the most formidable were Tala, a demonic sorceress whose goal was nothing short of world domination, and Tannarak, an ancient alchemist who stole the life essences of others to maintain his own immortality.
More recently, the Stranger was called upon to battle Eclipso, who commanded power bestowed upon him by the Lords of Chaos. Because the Lords of Order were preparing for their own Golden Age and believed that Chaos was fated to win this particular cycle of struggle, they advised the Phantom Stranger to forego his obligations to humanity and offered to free him from his eternal servitude – an offer the Stranger refused.
In retribution, the Lords of Order abandoned their champion and, stripped of power, the Stranger was forced to recruit several mortal men and women (including Gotham City's Commissioner James Gordon, the Doom Patrol's Negative Woman, Superman's pal Jimmy Olsen, and Bruce Gordon) to help prevent Eclipso from triggering a third and final World War. During his final battle with Eclipso, the Stranger's powers returned – though they no longer come from the Lords of Order, but from the collective strength of humankind itself.
The Phantom Stranger once again wanders the Earth, ready to offer aid when needed.

Just as mysterious as the Phantom Stranger's origins are his exact powers and abilities, which defy classification. He manipulates supernatural energies in order to accomplish his goals and seems to have some limited command over natural forces, though at no time does he have to "cast spells" in a traditional sense. There is yet to be seen any place he cannot reach by teleportation.
As far as is known, the Phantom Stranger possesses no innate superhuman attributes such as super-strength, flight, or the like. He can be overcome by those with greater supernatural powers than his own and can, on rare occasion and when caught unaware, by physically subdued.
