Comments:
This story is continued from Legends #3 and continues in Legends #5.
Synopsis:
Following the presidential ban on super-heroes many cities across the country experience a rise in crime. Despite the lack of public support some super-heroes remain active to combat super-villains. In Star City Black Canary battles Count Vertigo, Blue Beetle fights Chronos in Chicago, Batman confronts the Joker in Gotham, and Guy Gardner defeats Ms. Magnificent in Los Angeles. Other heroes such as Doctor Fate recognize the need for action and step forward.
Gordon Godfrey continues to incite the riots. He then criticizes the authorities for their inaction against the heroes. He begins gathering support to overthrow the government and unleashes the Warhounds.
Darkseid patiently observes the results of his schemes. He then dispatches DeSaad to Skartaris to ruin the reputation of Travis Morgan. The Phantom Stranger believes that the good in people will prevail, despite the distrust shown by a few. He also believes that Superman will be the greatest force for good. Darkseid opens a star gate to Earth which will bring the Man of Steel to Apokolips.
Meanwhile, Rick Flag honors his bargain with several super-villains who cooperated in the battle with Brimstone. He releases them, but only Captain Boomerang chooses to leave. Boomerang then begins looting on the streets of New York where he is met by Teen Titans, Flash and Changeling.
