This story, which takes place in early January, 1942, continues in All-Star Squadron #11.
This issue contains a fact file page which features Starman, Liberty Belle, and Atom.
Synopsis:
A squadron of bombers is attacked by a mysterious flying eye. Hawkman and Starman protect the squadron, but the energy emitted by the eye prevent them from stopping it. Before the eye leaves the scene, it jettisons a dead man.
The eye makes several other attacks around the world before arriving in Washington. It stops in front of the White House, and an alien emerges demanding the world leaders surrender to him.
