This story continues in Detective Comics #574.
Synopsis:
The Mad Hatter Jervis Tetch is paroled from Gotham State Prison. Batman tries to keep him from turning criminal again, but his influence has little effect. The Mad Hatter quickly puts together a new gang and begins a series of new hat crimes. To capture Tetch, Bruce Wayne throws his hat into the political arena and holds an event at Wayne Manor. When the Mad Hatter strikes Batman and Robin are at the scene to stop him. As Tetch is trying unsuccessfully to escape Robin is shot by a stray round from the Mad Hatter's gun.
