Synopsis:
Perry White visits Kitty Faulkner in the hospital. She has relapsed and is running out of money for hospital bills. When Perry leaves, she is visited by Tom Moyers who offers to help her. Although, she blames Moyers in part for her condition, she agrees to let him help. Instead, he turns her back into Rampage and uses a control collar to keep her under his control.
Elsewhere, Senator Forrest is campaigning for President. He is backed by Lex Luthor, but rumors of his dirty dealings have been hurting his campaign. Rampage then strikes with public displays drawing attention to Forrest's illegal activities. Superman eventually halts Rampage and frees her from the control collar. They then confront Moyers, who had been using her to settle a grudge with Forrest. Kitty is finally able to return to normal after modifying the collar to inhibit her condition. Perry then arranges a job for her at S.T.A.R. Labs.
