Synopsis:
A satellite falls from orbit. Sarge Steel orders Firestorm to stop the satellite and prevent it from falling in a populated area. However, when the fire elemental's approach is negated, the satellite crashes into a populated area in Tampa Bay. Steel orders a clean-up crew to put out fires and deal with the damage.
From the wreckage emerges Brother Power, a dummy which was brought to life by lightning during the 1960s. He had been aboard the satellite when it crashed. The clean-up crew shoots him, but he is able to possess piles of junk to construct new bodies including one that is dozens of feet tall.
Sarge Steel calls Batman. He connects Brother Power's abilities to those of the Swamp Thing. Batman suggests that Steel contact Abby Cable for help. An agent named Triangle is dispatched to retrieve Abby. When Chester refuses to lead him to Abby, Triangle forces him at gunpoint. He then blackmails Abby into helping.
Abby arrives in Tampa. When she approaches the scene of the carnage, the elemental growing inside her belly objects. She forces the car to stop at a motel. Inside, Abby is approached by Jack in the Green, who was sent by the Parliament of Trees. He explains that Brother Power was a failed elemental, and the trouble with the baby was due to two elementals being in close proximity.
Meanwhile, Triangle forces Chester to drink with him at gunpoint. When Chester is drunk, he goes for a walk and encounters Brother Power. Chester convinces Brother Power that times have changed and his flower power message is no longer welcome. Brother Power departs with the intention of discovering the real America. With Brother Power's departure, the threat is ended. Triangle sends Abby and Chester back home.
