This story is continued from Justice League #6.
Guy Gardner hits his head in this story prompting a prolonged personality change.
Synopsis:
Doctor Fate brings the Gray Man to the Lords of Order. They explain that his punishment was intended as a reward for finding them. The Gray Man asks that his "gift" be returned, so the Lords of Order destroy him. Fate then returns to Earth with the Justice League.
Meanwhile, the Martian Manhunter meets with Max Lord who is campaigning for international status for the League. When it appears that Lord's chances for success are nil, a satellite weapon begins an attack. The League takes action, and Mr. Miracle is able to deactivate the satellite.
As a result of the League's publicized success, Lord's motion to take the League international is granted. Captain Atom and Rocket Red #7 are granted membership at the request of the American and Soviet governments. Doctor Fate and Captain Marvel both leave the team, while the others are formally introduced to the world as Justice League International.
