Synopsis:
The Joker escapes from prison, then steals the Batmobile when Batman tries to apprehend him. Joker then decides to use crime-fighting in his crimes. He contacts the Velvet Kid, a supposedly reformed crook, who is using his knowledge of burglar alarms for crime. The Velvet Kid organizes a citizens committee against crime, while the Joker robs the homes of the committee members. When Batman interferes, the Joker tries to eliminate him. However, Batman and Robin escape the clown's death trap. Then they expose the Velvet Kid and apprehend the Joker.
