The origin of Hawk and Dove is told in flashback. New details about the Lords of Order and Chaos are revealed.
Synopsis:
Barter seeks to learn the truth about Hawk and Dove and their link to the Lords of Order and Chaos. He begins by questioning a convict who was present when Hawk and Dove first appeared. He connects the original Hawk and Dove to Hank and Don Hall. He then receives a magical item in a trade with Child. The magical item is capable of showing him past events.
Using the device, Barter witnesses a conflict between Terataya, a Lord of Order and Tcharr, a Lord of Chaos. Eventually the two entities come to a truce. Together they imbue the original Hawk and Dove with their power. However, because Don Hall is naturally weaker than Hank, or perhaps because they are blood relations, Hawk's chaotic side wins out. The Lords of Order and Chaos then conspire to eliminate Don during the cosmic Crisis. Next they select Dawn Grainger to replace their chosen representative.
Barter's visions of past events come to an end when Tcharr breaks into his place of business. The artifact was stolen from him by Child. Barter offers it back to Tcharr in exchange for information. His single question is, why did Tcharr and Terataya begin the experiment with Hawk and Dove. The answer he receives is that the Lord of Order and Lord of Chaos are in love.
