This story is continued from Question Annual #2.

Synopsis:
Green Arrow tries to protect a high school chemistry teacher who was already survived two attacks on his life. When the third attack succeeds, Green Arrow spots the killer who has no face, but he is unable to catch him. Seeing the faceless man leads Ollie to travel to Hub City where he meets the Question. They then travel to Santa Prisca where they learn of a terrorist plot about to be launched on Hub City.

Ollie returns to Hub City alone. He contacts the mayor Myra Connelly who provides him with information. Tot also has information about the chemical agent being used to poison people. A preliminary attack by the terrorist Juarez succeeds at a local high school, kills dozens, and turning hundreds into mindless zombies. With the help of Tot and Izzy O'Toole, Green Arrow is able to stop Juarez at the airport before he can launch his main attack. Ollie and Juarez are both exposed to the poison gas, but Green Arrow is not affected because he used the antidote provided by Tot.
