This story continues in Mister Miracle #10.
Synopsis:
Henry Hayes was down on his luck been the meta-gene bomb went off. The bomb granted him super powers which he intends to use to put his life back in order. However, his attempts at being a hero have been thwarted by other heroes getting to emergencies before him. Henry decides to avoid other heroes by moving to Bailey.
Meanwhile, Scott Free is pestered by Oberon and Ted Brown to put their traveling act back together. Scott refuses. He wants to lead a quiet life in Bailey. The quiet is interrupted by a fire at the bank. Scott is forced to become Mister Miracle to save the employees trapped inside. Henry reaches the scene too late to go into action as Maxi-Man. Thwarted in the hero act again, Maxi-Man declares war on Mister Miracle.
