This story continues in part in Captain Atom #16.
Synopsis:
General Eiling meets with Tom Emery who helped create the holographic ship used in the cover story for Major Force. Eiling demands that Emery become Dr. Spectro again and fight a battle against Major Force in order to restore the Major's credibility as a super-hero. Emery tries to refuse, but he is threatened into cooperation.
Major Force and Doctor Spectro then stage a battle near a condemned building in front of television news crews. However before they can finish their scripted fight, Captain Atom appears. Although, he knows that the fight has been staged, Captain Atom wants to prevent it from getting out of hand. He chases Spectro to a secluded area where the two government operatives then join forces to attack Captain Atom. After Major Force has beaten Atom into unconsciousness, he brings Spectro to the authorities as planned to restore his own reputation.
