Comments:
This story is continued from Superman #48 and continues in Action Comics #658.

Synopsis:
Davood and Soraya plan to return the black belt to Lex Luthor. However, when they do, Luthor turns on them. Fortunately, Davood was suspicious of Luthor's intentions. He kept the real belt and uses it to rescue his sister. Luthor then tells the police that they are terrorists. He then goes to meet an arms merchant working for D.M.T.

Meanwhile, Superman continues his own investigation. When he enters the Quraci section of Metropolis, the residents throw objects at him, chasing him off. Even Clark Kent is repelled by the Quracis who do not trust him.
