Synopsis:
After defeating a gang of cyberpunks, Blue Beetle finds himself the target of anti-hero sentiment from the public. The situation is a result of G. Gordon Godfrey's campaign against super-heroes that has produced a presidential edict prohibiting super-heroes from operating in public.
Blue Beetle resumes his identity as Ted Kord and supervises the development of a new metal armor. After the experiment fails, he returns to the office and learns that Angela Revere is missing. He checks out her house where he finds that she has been paralyzed by her uncle Chronos. Angela admits that she has been stealing equipment from Ted, and now her uncle is using the equipment for criminal purposes. Ted decides to risk disobeying the presidential order by pursuing Chronos as the Blue Beetle.
