Prey Part One
Several details place the chronology of this story early in the career of Batman. Jim Gordon is still a police captain; Batman is constructing the first Batmobile; and Batman is not yet accepted by police.
This story continues in Legends of the Dark Knight #12.
Synopsis:
Batman snatches a drug dealer off the street just as the police are about to make an arrest. He gets the name of the dealer's boss before handing the criminal back to the police. The incident sparks a political controversy over vigilantism. Hugo Strange, a prominent pyschiatrist, appears on talk shows to provide his diagnosis of the Batman's mental state. The mayor orders Captain Gordon to form a task force to catch Batman. Strange is appointed as a consultant.
Gordon recruits Max Cort to serve on the task force. Cort gathers other men and stages a raid on a crime boss named Fish. Several corrupt cops in the group warn Fish about the raid. Cort's intent was to flush out the corruption. When the cops arrive, Batman is there. Fish was the boss that the dealer gave up. The cops turn on Batman, allowing Fish to escape.
