Batman and Robin meet an out-of-luck ex-con named Danny the Dip. Batman is inspired by Danny's story to speak up for ex-cons having trouble finding work. Senator Vandercook hears Batman's speech and asks him to come to Washington to speak before Congress.
On the way to the congressional hearing, Batman is assaulted by several gang bosses who don't want their underlings to go straight. Batman is captured before he can testify, but Danny and three other ex-cons rescue him. Then they capture the gang leaders, turning them over to the FBI. Batman testifies to Congress, which helps pass a bill to build factories which will employee ex-cons.
