Comments:
This story takes place approximately 18 months after Superman's debut.
Emmett Vale's presence as the unseen photographer on page 21, is revealed in Superman #1.
Synopsis:
Lois Lane and Clark Kent attend a party aboard Lex Luthor's private yacht. Lois is insulted by Lex's attempt to buy her love, so she begins to leave the party. Before Lois can depart, the ship is hijacked by South American terrorists. Clark is struck in the head and thrown overboard. This allows him to disappear and become Superman. The Man of Steel then easily subdues the hijackers.
In the aftermath of the battle, Luthor attempts to hire Superman who refuses to be bought. Lex also reveals that he knew about the hijackers in advance, but didn't act on the information because he wanted to test Superman's abilities. Mayor Berkowitz then deputizes Superman and orders him to arrest Luthor for reckless endangerment.
Days later Luthor confronts Superman after having spent just two hours behind bars. Luthor promises to ruin and kill Superman. Luthor claims that everyone will know who was responsible, but no one will be able to prove it.
