Comments:
This story begins one day after Hawk and Dove #17. An upcoming tennis match between Donna and Bette Kane is also mentioned. The match is depicted in Hawk and Dove Annual #1 which places that story chronologically after this one.
This story continues in Hawk and Dove #19.
Synopsis:
Georgetown University hosts a symposium with several guest speakers including the Vice President. During a preliminary walk-through, a special weapon on loan from the S.C.U. is fired. The blast causes some experimental biological organisms to be transferred to Webster, a maintenance worker. Webster is actually Farley Fleeter, the Madman. Later, these organisms are also transferred to the VP linking him to Fleeter. As a result, the VP becomes a madman and starting a riot. Hawk and Dove join the fray alongside the Creeper who was also in attendance as Jack Ryder.
