This story is continued from Hawk and Dove #18.
Synopsis:
Hawk and Dove are caught in a riot of Madmen. The Madman has linked his mind to a group of innocent bystanders and the Vice President. The Secret Service tries to protect the VP, but they can't distinguish him from the other Madmen. As a result, they shoot Hawk to stop him from hurting one of them. Hawk's powers have increased, so he survives. When the Madman links his mind with the Creeper, who is also part of the fray, he becomes overwhelmed. He loses control of the mob and is captured.
