Synopsis:
Ranger Jeff Graham is dispatched to Sonora County to learn their technique for preventing crime since the Sonora Sheriff has not reported any trouble. When the Roving Ranger arrives, he witnesses a stagecoach robbery. He is too late to stop the crooks, so he helps the driver who turns out to be Sheriff Carter. The sheriff explains that he has requested help from the rangers, but messages have not made it through.

Jeff then tracks down the outlaws and pretends to be one himself named Hawk Maxon. The gang tests him before they introduce him to their masked leader. When the leader accuses Jeff of being a ranger, the Roving Ranger reverses the accusations which leads to the unmasking of the gang boss. The distraction allows Graham to get the drop on the crooks and apprehend them. The gang leader turns out to be Hoskins, the telegraph operator, who used his position to block messages between the sheriff's office and the rangers.
