Synopsis:
A vote is taken in the western town of Rapid River to decide whether the town should join Carson County and fall under the protection of Sheriff Baker. Clay Madden, the local leader of a vigilante group which supposedly protects the town, opposes the vote. He strong arms the townspeople into voting his way.
When word of the lopsided vote reaches Sheriff Baker in Carson County, he sends the Roving Ranger, Jeff Graham to investigate. Newspaper editor Paul Sutton was the only citizen who voted against Madden. Graham arrives in time to save him from an outlaw attack. Madden's vigilante group then catches the outlaws.
Still suspicious, the Roving Ranger remains in town and gets the signatures of townspeople on a petition to join Carson County. Threatened by the petition, Madden sends the outlaws, then his vigilante group to stop Graham. However, Sutton has delivered the petition to Sheriff Baker already. The Roving Ranger merely distracted Madden to give Baker time to arrive. With Madden defeated, the town receives the protection of real lawmen.
