This story, which takes place in early February, 1942 is continued from All-Star Squadron #21 and continues in All-Star Squadron #23.

Synopsis:
The Ultra-Humanite and Deathbolt defeat Superman, Green Lantern, and Liberty Belle at Superman’s Secret Citadel. Ultra merges with the Powerstone, giving him extraordinary power.

Elsewhere Cyclotron kidnaps Firebrand, who as Danette Reilly was his former lover. He bring Danette and the Hammer of Thor to Ultra at the Citadel just before an attack by the other members of the All-Star Squadron.

The heroes are beaten by the combined might of the three villains. Ultra takes Robotman with him, planning to use his metal body in a brain transplant. He also brings his old foe Superman, and Cyclotron takes Firebrand. The other All-Star’s are left behind.
