Comments:
This story is continued in part from Adventures of Superman #433.

Synopsis:
Superman interrupts a mugging, but the night watchman refuses to press charges. The crooks get away with his id badge and keycard. Jose Delgado is given the keycard and uses it to break into a LexCorp lab where Project Synapse is being conducted with experiments on teen gang members.

Delgado, in the costumed guise of Gangbuster, then tracks down leads which take him to crime boss Jay Falk who is supplying the kids with weapons. With the help of Superman and Jerry White, Gangbuster apprehends Falk who is implicated in the gang activity. Luthor escapes the incident without public awareness of his involvement, but Superman sends him a message indicating that he knows Luthor was behind everything.
