Synopsis:
Lex Luthor begins buying property in Gotham City. When he tries to buy an old orphanage he meets the current owner, the Joker. The two strike a bargain in which the Joker will be allowed to cause chaos in Metropolis while Luthor continues his schemes in Gotham. Superman is forced to deal with the Joker, but he is unable to keep the Clown Prince of Crime in custody due to the legal maneuvers of Luthor. Meanwhile, Batman is stymied by Luthor's attempts to buy Gotham property as well as the demolition of his city.
When Clark and Bruce meet at a charity event held by Oliver Monks to benefit a charity, they discuss the situation. Instead of a team-up, the two heroes agree to swap cities in order to combat the foes that they each know best.
