Synopsis:
Flash uses the Justice League transporter tube to travel to Paris, but he emerges at the Lisbon embassy in Portugal. Wally heads south across the ocean to Morocco where he visits the city of Casablanca. He tours the city, then winds up in a restaurant named Dick's where the assassins Merlyn and Syonide are waiting.
When a Russian scientist and his bodyguard, the Phantom Lady, walk in, the assassins strike. Flash helps Phantom Lady defend the scientist, who is defecting. Eventually, he assassins are defeated, and Phantom Lady successfully delivers the scientist to his scheduled destination.
