This story was not originally titled.
The identity of Harry, the coordinator of Hero Hotline, is not revealed in this story and was an ongoing mystery of this feature. It was strongly implied, but never actually confirmed that Harry was actually Tex Thomson, the World War II hero, Mr. America.
This story continues in Action Comics Weekly #638.
Synopsis:
Billy Lefferts, a young man with the ability to project flames from his fingertips, arrives for his first day of work at Hero Hotline, an agency of work-for-hire super-heroes. Billy is accompanied to work by his mother who is insulted by Stretch, who introduces Billy to his new co-workers. Mr. Muscle drops off a costumed villain at Hotline headquarters before departing on another mission. The villain breaks loose and tries to escape. As he is exiting, another hero named Di arrives at the office. The villain grabs her and uses her as a hostage.
