Synopsis:
In the aftermath of the Queen Bee's takeover of Bialya, the country kept a low profile. Several months later, the country begins a marketing campaign designed to attract tourists. The country's once harsh environment has been terra-formed and the people seem genuinely happy with their new ruler.
Captain Atom enters the country under the guise of Cameron Scott to investigate as part of the Justice League. Both the United States and Soviet Union send their own investigators in the persons of Sarge Steel and Rocket Red Dmitri Pushkin. Jack O'Lantern, one of the Queen Bee's top aides, exposes the under cover operatives using a phony terrorist attack. The ruse also reveals the presence of Major Force.
Captain Atom is hated in the country for his role in the defeat of Wandjini, the Thunderer. Major Force meets with Atom and explains that Bialyan frequency jamming stops General Eiling's implants from working. He also reveals an admiration for the Queen Bee. Captain Atom and Rocket Red then depart.
Once he has returned to America, Captain Atom begins to exhibit signs of withdrawal. Only by returning to Bialya can he stop the pain. He is then captured by Jack O'Lantern and forced to reveal secrets. When he escapes, he faces off against Major Force. The Queen Bee puts a stop to the battle to prevent injury to her citizens.
