Comments:
This story continues in part in Justice League #2.

Synopsis:
The Justice League holds their first meeting after officially reforming. Guy Gardner arrives first and tries to bully the team into making him the leader. Batman is the last to arrive, and he puts Gardner in his place. Batman then takes over the meeting.

Businessman Maxwell Lord is also at work behind-the-scenes. He has his own plans for the new League. He approaches Doctor Light and offers her membership, giving her a signal device. When she activates the signal during a terrorist attack on the U.N., the League responds, though they don't know how she acquired the device.

Under Batman's leadership, the League defeats the terrorists. However, Batman observes that the gunmen are poorly trained. The new League makes a name for itself in the process. Max Lord, who secretly hired the terrorists, is pleased.
