Comments:
This story is continued from the first story of Outsiders #21.
Synopsis:
Batman and the Outsiders rush to Stagg Enterprises which has been taken over by Kobra and his Strike Force. Kobra has initiated an experiment to turn one of his agents, Parker, into a being of light. The Outsiders battle Strike Force, but they must stand down when Kobra threatens Sapphire Mason.
Seeing Sapphire threatened, Java revives Metamorpho who puts up a shield to protect his wife. The Outsiders then resume their battle. The machines that are running Kobra's experiment are damaged in the conflict. Parker becomes Spectrumonster and breaks out of containment.
Kobra and his forces withraw, while the Outsiders follow the creature. Spectrumonster seeks out Parker's infant daughter. The Outsiders protect the girl and destroy the creature. Metamorpho and Sapphire then make plans to adopt the child.
