This story continues in the first story of Outsiders #22.
Synopsis:
Metamorpho approaches Simon Stagg to help him become human again so that he and Sapphire can have children. Java, who is secretly an agent of Kobra, contacts his master who has his own plans for Stagg Enterprises. He decides to use his new Strike Force against the Outsiders.
The new Clayface visits Looker disguised as her estranged husband. She then drugs Looker and takes her place at an Outsiders meeting. Batman deduces that Looker is a phony. The team defeats her and learns that she is an agent of Kobra.
Kobra sends the rest of Strike Force to Stagg Enterprises. Metamorpho is forzen as part of Stagg's transformation process. Kobra's team interrupts the operation and takes Stagg prisoner.
