Synopsis:
Stewart Frazier sneaks into the office of the murdered Lewis Brundage. He uncovers evidence which links Brundage to a corrupt city councilwoman Phyllis Hastings. The councilwoman stages a phony assassination attempt on her own life, but Frazier and Hawkman bring the evidence to the police. Frazier also confronts his former friend Dale Sprague who was responsible for the death of his wife Lorraine and Lewis Brundage. Whitney arrives from Midway City with the final evidence against the killers, Lorraine's papers.
Dale flees the police station. Hawkman and Frazier pursue. The early stages of a hurricane are approaching the coast, hindering Hawkman's ability to fly. He drops Frazier into the car Dale is using to escape. The car then goes off the rode and into the ocean. Hawkman rescues Frazier, but must leave his wife behind as the Gentleman Ghost pulls her through a vortex in the sky.
