Synopsis:
A group of neighborhood residents are the victims of drive-by shootings. Some of the Block Watch Association led by off-duty National Guardsman Jake Elliot take up arms against the dealers because the police have failed to shut down the local drug trade. The police are holding off in order to stop a large shipment that will be arriving soon.

When reports of the shootings reach Green Arrow, he goes into action. He tracks the dealers to their boss Reggie, a man Green Arrow has encountered before. However, he is caught by one of the dealers and knocked out. Dinah awakens in the night to find Ollie missing.
