This story continues in part in Adventures of Superman #433.
Synopsis:
Lois Lane rushes into a burning tenement building to save children trapped inside. Inside she meets a masked stranger who helps get the children out in time. The man the disappears before Lois can question him. Jerry White is found at the scene, but although he has worked with gangs before he claims not to be involved in setting the fire. His counselor Jose Delgado who is fostering Jerry, provides the teen with an alibi.
Luthor uses the fire as a public relations opportunity by offering to help rehabilitate the gangs. In reality he is recruiting and training them to work for him. Superman stops several of them during a commuter train robbery. Jerry White is present again, but the Man of Steel can't link him to the crimes.
Lois meets Jose for dinner then follows him to a meeting with one of the gangs. Jose tries to convince the kids to give up crime, but he and Lois are attacked. Lois manages to call for help. Superman comes to their aid and rescues Jose from a burning building.
