Synopsis:
Joe Safeen and his gang are being chased by Green Lantern and Doiby Dickles. While trying to get away, they meet Napoleon an eccentric man with a genius intellect with regards to numbers. The crooks make Napoleon their new leader, and he unknowingly helps them thwart Green Lantern and Doiby.

Two guards from Happydale are also after Napoleon. They want to take him back to the asylum. Napoleon evades them by switching clothes with Doiby. The guards then try to apprehend Dickles. Eventually Green Lantern overcomes the crooks and brings Napoleon back to the asylum. Only then does he learn that the eccentric genius is not a patient. Napoleon is one of the doctors.
