Comments:
Hawkman constructs a spare set of wings and another ninth metal belt in this story, which are then used by Shiera Sanders to convince crooks that she is Hawkman. She is not referred to as Hawkgirl in this story. Appears as Hawkgirl for the first time in the seventh story of Flash Comics #24.

One of Baretti’s men is wearing a special ring which nullifies the Spectre’s powers. As revealed in All-Star Squadron #28, this is the Ring of Life from the first story of More Fun Comics #60.

This issue contains an announcement on the final page announcing that next issue the Flash will be leaving active membership since he has been awarded his own quarterly solo book. Johnny Thunder has been chosen to take his place in the Justice Society.

Synopsis:
The Justice Society has done an outstanding job eliminating crime across the country; now they have little to do. This changes when the racketeers and criminals are organized by an unknown leader, Mr. X. Each crime boss is given an assignment to take out a different JSA member.

Flash takes on arsonist Flames Farmer and learns of the plot against the JSA. Sandman rescues Dian Belmont from kidnappers, while Hawkman and Dr. Fate both have their girlfriends shot by criminals. Hourman outwits several crooks who have tried to frame him, while the Spectre breaks up a gambling ring out to frame him too. Atom smashes a gym racket and the Green Lantern defends Capitol City against a bombing raid which takes out the lights.

After defeating each of the gang bosses, the JSA stil have not learned the identity of Mr. X. A small man in a derby who has been present at each of the members’ individual missions shows up and turns himself in to the police. He is Mr. X, and because the JSA has ruined his criminal activities, he has decided to go to jail and live off the state.
