Synopsis:
Gangsters Slim Sam and Tom Thomas meet with a physicist named Ernst to find a way to eliminate witnesses who will testify against them at an upcoming trial. Ernst suggests freezing the men in ice, so the crooks begin kidnapping their victims. District Attorney Belmont worries when Harold Mossman disappears, prompting his daughter Dian and the Sandman to investigate.

The Sandman tracks the missing men to an ice house where Ernst is freezing them. He is overpowered by the crooks, but when Dian pretends that the police are outside, the gangsters flee. The Sandman then tracks down the crooks a second time at Slim Sam's. He successfully breaks in to the hideout, apprehends the crooks, and completes the rescue of Mossman.
