Synopsis:
A series of crimes involving thieves with staring eyes has police baffled. FBI man Woodley Allen plans to trap the bandits at a party thrown by Prince Ahmed. The Duchess of Labria is scheduled to appear wearing her valuable Flame Diamond.

A bandit does indeed strike at the party. Ted Knight, who was in attendance, dons his Starman costume and pursues the burglar. Doris is captured by a masked hypnotist and leader of the zombie-like thieves. Starman tracks down the masked leader and saves Doris. When the villain is unmasked, he stands revealed as Prince Ahmed.
