Synopsis:
After the Blackhawks attend a stage performance by the Great Hoopla, they go backstage and discover that someone has stolen the performers rare hoops. The hoops are then used by a criminal known as the Hoopster to commit crimes. The Blackhawks pursue the Hoopster, but his hoop weapons prove formidable.

The Blackhawks return to Hoopla and get training on his various hoop inventions. When they next encounter the Hoopster, the Blackhawks believe they are prepared. However, their hoops don't work as Hoopla showed them, and the crook escapes.

Blackhawk then finds a boot left behind that belonged to the crook. He recognizes that the boot belongs to Hoopla. The team returns to Hoopla house where they apprehend him with the loot. He had faked the theft of his own hoops in an attempt to get away with the crimes.
