With this story, Green Arrow becomes Green Lantern's regular co-star.

Synopsis:
Green Lantern visits Star City to catch up with Green Arrow. While passing through a low income neighborhood, he sees a young street kid assaulting an older man in a suit. GL comes to the older man's defense and turns the kid over to the police. He receives unexpected jeers from onlookers which include the man he came to visit, Green Arrow.

Green Arrow takes GL on a tour of the tenement where the kid lived. The man who was assaulted was the landlord Jubal Slade. The residents have been forced to live in terrible conditions and are now being evicted. Green Arrow explains that while the kid was wrong, his actions were caused by injustice. One of the residents even accuses Green Lantern of racism.

Green Lantern visits Slade and makes an appeal to his humanity. The businessman scoffs at Green Lantern who becomes angry. When GL acts against Slade, he is interrupted a mental summons from the Guardians. They are upset by the actions of Green Lantern and send him on a space mission to cool off.

Meanwhile, on Earth, Green Arrow tries to gather evidence on Slade to prove his corruption and underworld ties. Although he apprehends a couple of Slade's henchmen, his efforts fail. In space, Hal decides to ignore the Guardians' edict and return to Earth. Working together, he and Green Arrow are able to get Slade to admit his wrongdoing. The local district attorney Jeremy Tine then sees to it that Slade is formally charged.

However, the Guardians are not pleased by Green Lantern's actions. When they send a holographic summons, Green Arrow steps in. Green Arrow argues that the Guardians don't know what life is really like and are overlooking everyday injustices everywhere. After debating the issue amongst themselves, the Guardians send a representative from their number who will travel the country alongside Hal Jordan and Oliver Queen.
