Wonder Woman helps Suzan Patience get a job as warden at a women's prison. Suzan believes in positive rehabilitation for the prisoners. However, she must prove to the governor that her methods work. Wonder Woman agrees to help in the reformation of the inmates.

Bertram Harsh, a rival for Suzan's job, believes in breaking the prisoners. He is angered when he was not appointed warden. To get even, he pumps gas into the prison that causes the inmates to act violently. Wonder Woman stops the riot, but she is knocked out.

Harsh ties dynamite to Wonder Woman's chest, making her a human bomb. Fortunately the Amazon recovers in time to escape the bomb. Harsh is then apprehended. When the governor makes his inspection of the prison, he is impressed with Suzan's work.
