Synopsis:
After shooting his wife Myra at a press conference, Wesley Fermin also kills a reporter, then escapes. The shooting triggers a wave of chaos across the city which include riots. The police have a hostage situation in which they've cornered a looter who shot a cop.
Vic Sage is upset and blames himself for the death of reporter Jerry Thatcher. Jerry only attended the press conference because he didn't want to go. Myra is taken to the hospital and lies in critical condition. Technically, if she dies, Fermin becomes mayor again, though this is obviously complicated by the fact that he shot her.
The Question takes to the streets and begins fighting random battles while searching for Fermin. He tracks the drunken mayor to Willy Sundert, but a leg wound slows him down. Fermin, in his stupor, heads to the scene of the hostage crisis. He crosses the police line and is shot, but in doing so he also ends the standoff.
