The Penguin Affair: II
This story is continued from Batman #448 and continues in Batman #449.
Synopsis:
The Penguin has kidnapped actress Sherry West who plays a villainous character named Heron on television. Penguin has fallen in love with her. He shows her his computer which he uses to control birds and create mayhem in Gotham City. Penguin sends the birds after Batman. They chase him and nearly kill him before he is able to use ultra-sonics to disrupt the Penguin's control.
Elsewhere in Gotham the birds have also caused a jet to crash. A creature emerges from the crash as the only survivor.
