This story continues in Detective Comics #615.
Synopsis:
The Penguin meets a hunchback named Harold who is a savant with machines. Harold is able to use a machine to control birds which the Penguin uses in a series of crimes. Batman realizes that the crimes were merely tests of the technology and suspects a larger goal. When the Penguin sends a threat to actress Sherry West, Batman tries to protect her, but the Penguin's birds carry the woman away.
