This story continues in Starman #10.
The Earth-1 version of Roland Desmond first appeared in Detective Comics #345. Despite the fact that they have nearly identical histories, the post-Crisis Desmond is considered to be entirely independent from his Earth-1 counterpart.
Synopsis:
Starman crosses paths with the Blockbuster, an eight-fall tall behemoth who kills two men in a diner, then seemingly disappears. This Blockbuster is Roland Desmond, the brother of the original Blockbuster who died in the service of the Suicide Squad. Roland was altered by the meta-gene bomb and has now escaped from prison.
After their first encounter, Will Payton keeps searching for Blockbuster. When a report indicates the villain has resurfaced, Starman goes after him. This time Starman is beaten into unconsciousness. Blockbuster leaves the scene. Batman has heard of Desmond's escape and joins the hunt.
