This story is continued from Justice League International #18 and continues in Justice League International #20.
Synopsis:
Lobo emerges on Earth from a boom tube created by Big Barda. As he comes through, he strikes Guy in the head which restores Guy's arrogant personality. Guy then proceeds to attack Lobo. Eventually the League gets him under control. Max Lord questions Lobo who was hired by the Cluster to kill the League. He decides to wait until Barda returns before making his move.
Meanwhile the League is short-handed and begins approaching other heroes for membership. Superman declines and the Flash can't be located, but Batman convinces Hawkman and Hawkwoman to rejoin. Black Canary, however, tells the League she is quitting.
In space, J'onn and his team resume their pursuit of Manga Khan. Barda realizes that Khan must be taking Scott to Apokolips, so she directs J'onn to take the ship to her homeworld.
