This story continues in Justice League International #12.
Synopsis:
Max Lord meets with Captain Atom and J'onn after they have returned from the mission in space. He is disappointed to learn that Superman, Hawkman, and Green Lantern will not be joining the new Justice League. Max claims to need help against a super-villain.
J'onn summons the rest of the Justice League. When they reach Max's building, they thwart a missile attack. Inside, Captain Atom is fighting mechanical tentacles. Black Canary orders Guy to cause a power surge which disables the tentacles.
Max then sends the Justice League against the Construct, a former League foe. Batman is suspicious as Max's story doesn't entirely make sense. The League does find the Construct, and they force him to retreat. J'onn thinks the battle was too easy. They follow the Construct until he collapses inside a cave. Inside the cave, the League meets Metron.
