Comments:
This story serves to reintroduce Harvey Dent, aka Two-Face, a former Batman foe who has not appeared in almost 18 years. Two-Face was last seen in Batman #81.
Synopsis:
The theft of a Janus Hot Dog balloon leads Batman to suspect that his old foe Two-Face has returned. Batman's meeting with Commissioner Gordon is interrupted by a theft at the local nautical museum. Batman captures one of the crooks, but another escapes with a diary of Captain Bye.
Batman follows the clue to a schooner docked across the river. Batman witnesses the ship sunk by an explosion, but he also deduces that Two-Face will use the balloon to later raise the ship, so that he can steal the treasure hidden on board. Batman is caught off-guard by Two-Face, but he tricks him into using his coin to save a bystander. The save gives Batman the necessary time to escape and capture Two-Face.
