Synopsis:
The mayor of Rocky City makes a wager with Mr. Drennel of the rival town of Boulder Gulch on which town will have a lower crime rate in the next month. To win his bet, Drennel sends a band of outlaws to menace Rocky City. Sheriff Walt Trigger is wounded and can't stop them. Wayne takes over and soon learns about Drennel's treachery. He subdues the gang and gets them to turn on their boss and Boulder Gulch. Drennel is then arrested, and Rocky City wins the competition.
